The Culligan story began in 1936 when Emmett J. Culligan discovered an interest in softening water. He made his first softener out of a coffee can and was able to take water with 36 grains of hardness down to zero, an amazing accomplishment and the birth of quality water treatment. From the beginning, he saw the tremendous benefit soft water could bring to both businesses and homes. It was during this period that he conceived of marketing soft water on a service basis, through franchised dealers. Since that time, Culligan has been leading the way with water softeners, water filtration, and bottled water products.

Our Story
During the next decade Fred Hurst, after serving as a pilot in the Navy saw an outstanding opportunity of owning a Culligan franchise and teamed up with his brother-in-law to purchase a franchise on the central coast of California. Since that time the franchise has grown to encompass a majority of both Santa Barbara and San Luis Obispo counties.

By 1972 Fred's son, Chuck, had finished college at Cal Poly San Luis Obispo and was ready to assume a management position in the family business. One of Chuck's immediate successes was the establishment of a bottled water division to compliment the soft water services. In 1985 Chuck and his wife, Jeri, took over the business which now consisted of two dealerships, Santa Maria and Paso Robles.

After graduating from college in 1999, Chuck's son, Justin was ready to become a third-generation Culligan Man. His first role was the Production Manager of the Bottled Water Division and quickly grew the wholesale division of the business. Just a few years later, Justin runs the day to day operations and has the title of CFO.
